The Adobe Reader is used to read PDF files. This is the most commonly used program for PDF files. You cannot edit PDF files like you can Word files. There are really no free PDF Editor Programs out there. It is usually only a short version of the program that is on trial for free. This leaves you few options to use within the program. This might be ok depending on your needs.
Free Full PDF Editors
The choice of completely free tools for editing PDF files is very restricted. There are a few options that you can find and try and they might work for you. Below find a few options that are free.
LibreOffice Draw
This program has the capabilities of full editing of PDF files. In simply opening a PDF file and editing the graphics and text, hybrid files are exported and can be edited again natively in LibreOffice and they should operate like normal PDF files.
The program is not perfect. Some of the PDF files do not present correctly and if the font is not in the program, it will not display right. But for being a free program this might be the best for editing options.

Inkscape
This is another Open Source tool, is a vector graphics editor. Inkscape does import PDF files and edits them like vector graphics and then exports them back to a PDF file. The only thing that is wrong with this program is that it only edits one page at a time and there is no true text editing because everything is converted into vector graphics. It is best to replace the elements instead of editing them all.
You could use the Inkscape and LibreOffice together and one could edit the graphics and the other could edit the text. Depending on the document that you have, using the two editing programs might fit your needs.
Free Annotation Tools
These are free and will let you put notes in and highlight or add text over the PDF file.


Adobe Reader
Using the Comment button on the right top corner lets you use the add notes, highlight text or add text to the PDF file. It can be saved to the original file or a separate file.
Nitro Reader
This program lets you do more like add text to anywhere in a PDF file, add images, fill out forms, and add signatures, from its ribbon interface. You can create other PDF files from different files like Words Office Documents and many other documents.

If these programs do not meet your needs, then there are professional editing programs for PDFs. The price is kind of spondee though.
